Crypto Payments After Russia’s New Digital Currency Law
Russia is introducing a new regulatory framework for digital currencies. But the most important question for businesses is not only what the new law says — it is how crypto payments will actually work under the new rules.

We will look at the new framework through the lens of real payment flows: how stablecoins fit into domestic and cross-border settlements, what changes as foreign trade payments move beyond the Russian Experimental Legal Regime, how Russia compares with other CIS jurisdictions, and what role intermediaries will play. Particular attention will be given to the practical constraints that shape cross-border crypto payments in reality.

This event will be jointly hosted by White Stone and the Blockchain Lawyers Forum, marking the launch of the BLF Russian Hub.

Why this matters
The new law may provide a legal route for crypto-based cross-border settlements, but regulation is only one part of the equation. A payment also depends on the asset being used, the jurisdictions involved, access to banking and crypto infrastructure, and the intermediaries connecting the payer with the recipient.

Stablecoins add another layer to the discussion: while they are increasingly used as a settlement asset in practice, their legal treatment and permitted payment functions differ significantly across CIS jurisdictions.

The event will focus on this intersection between law and actual payment infrastructure — where a legally permissible transaction may still face sanctions, compliance, licensing or operational constraints.

She is a member of the Association of Digital Rights Market Experts and of working groups on digital-asset regulation, helping draft proposals for the Bank of Russia. She teaches on digital financial assets and cryptocurrency, and publishes on stablecoins, tokenisation and decentralised finance.
